This a corporate 14 bolt full floating rear axle from a 1995 Chevy C2500 Suburban. Is said to have 3:73 gears, and is complete from drum to drum. It is the newer style axle so the housing has extra webbing for strength, and does not require pulling the hub to remove the drum. Comes as seen. Hasn't been out of a vehicle long, and is not locked up. Asking 250 or trade for NV4500, dana 300, or LS engine parts.

Is it a Gov-Loc or open?

It is open diff. I spun one drum while holding the pinion and the other side spun the opposite direction telling me that its open.

Could be a Gov-Lock as it will act just like that until it locks......pretty hard to spin one tire by hand fast enough to get it to lock up so the best bet is to pull the cover off and take a look.

I was getting ready to post the same thing...the gov-loc in my dump truck takes about 35mph to lock.
