CB tuning trouble

I'm tring to tune my CB and the SWR meter is in the red zone on all channels.
I just put in a 3' FireStik with adjustable tip, spring, stud mount, FireRing 18' cable, and a mount plate that I fab'd from a piece of stainless. The plate is mounted between the tire carrier and gate. I went back and checked the mount setup...it's good. There is continuity ground to ground and cable end to antenna. The CB worked fine when I put it on the shelf about 5 years ago, it was hooked to a magnet base whip back then. The only other problem may be the $12 meter I got from Amazon; couldn't find my dad's old one.

Any ideas?????

Make sure the antenna is not grounded to the mount.
