Kind of after the fact, but just for future reference since our club goes to Wellsville on a semi-regular basis (it's a lot closer for us - Columbus area). The local club just had a big event over Labor day, and usually have events just about every holiday weekend.
Yes, it's still open. A year or two ago the land was going to be bought to turn into a port or something (it's basically right on the river) but something happened and nothing has progressed. I've heard the rumor that the EPA got involved and put everything on hold (how often do you hear about the EPA actually benefitting wheeling?). There are at least two "land owners" on each side of the land where the trails are that have campgrounds, and they kind of share the land between them.
No maps or anything, and maybe a trail sign here and there, so if you don't know your way around it can be a long day. There are some really difficult trails and obstacles in the area if you can find them. I'm friends with a local who runs a K5 buggy on beadlocked 44's and stuff challenges him, and rock buggy guys on Pirate4x4 go there occassionallly also.
