I'm pretty confident you could make a set of drive over fenders that would be plenty strong enough and still be able to move them around reasonably. Keep in mind the idea with having drive over is that you shouldn't have to remove them on a regular basis. You also don't need to make the entire fender beefy but rather just enough of a frame for the tires on the rig to drive over and then just use the stock thin fender material for actual trailer tire coverage.
Part of this also depends on the position of the rig when loaded. On my 18' trailer the weight distribution is just right when I pull the back tires up against the drive over fenders. If they were removable I would have to remove the fenders, pull the rig on the trailer part of the way (front tires past the fenders), get out and put the fenders back on, get back in the rig and pull it forward until the rear tires touched.
