Problem with a 89 xj lift

I am doing a lift for a kid I know and we got the front done and have hit a bit of a snag. The bolts that attach the leafs to the frame are spinning. What is the best way to get these out?

cut them out with a sawzall or torch.

or heat them up and hammer them all day with a strong impact.

remove the rear hanger and walk the spring up and down while using an impact or air wrench to spin the bolt with as little pressure as possible. once it starts to come out alittle you can get a pry bar behind it or a large boxed end wrench dropped behind the bolt head and a BFH .
These can be a real pain in the arse if I remember correctly. Isn't the nut inside of the uni-body ?
