trans. no shift at w.o.t.

I have recently purchased a 2000 dodge dakota r/t from a salvage yard (with a 5.9 360 v8 and 46re auto) and finally got it up and on the road. Problem is that at wide open throttle it revs out and bangs off the rev limiter and will not shift into 2nd until I get off the skinny pedal. If I drive it around at normal city driving throttle it shifts fine. While in 3rd gear if I hammer down it shifts to 1st and again will not shift to 2nd until I ease off the pedal. This is a huge problem because this truck will frequently see w.o.t. at the track. Any ideas? I am going to adjust the tv cable and see what happens.
