Ideas on my rear bumper

I'm building a new rear bumper, similar to the one I have. My problem is the square stock I'm using is three inches and the clevis mounts are three inches. Mounting them through the bumper won't work unless I trim them a lot. I also want to use the bumper for an air tank also.

So I was thinking of welding the clevis mounts, and the receiver hitch to the bottom of the bumper. That would keep the bumper open for an air tank. Any other ideas????? I"m also going to trim the points off of the ends of the bumper too.

I also made so new shock mounts for the rear.
