It's actually a resister pack.
On the early ones it's behind the passenger kick panel, below the glove box. I won't swear it's the same on your 97+, but that's where I'd look first. Robert

the resister is only used for the lower speeds if it doesnt work on high also which it straight thru 12 volts then you have a fuse or motor issue.

Before I pulled it out to replace it I'd touch 12v to it by unplugging it & makign a jumper wire.
