Instead of installing the clevis mounts vertically like evryone does, you could mount them horizontally plane in the center of the tube similar to how you have it laid out in the picture. Then you could weld it on both sides and keep it air tight for your air tank. I have seen a few guys mount them this way but never for that reason.
