I'm not sure when they started doing that. The ones at work that don't have clean outs were built in the 1930's & 1940's. I had to bust up the floor and put clean outs in at the problem buildings.
    we dont have a clean out....we got a larger cutter though it and it pulled out more roots...

        If they can't get a large cutter in they arnt doing it right. Sometimes you have to rod it 4 or 5 times with a smaller cutter to get enough out to run a larger cutter. If the line is separated or broken though you won't get a larger cutter through. It needs to be opened up and a camera run through
