I've got Garmin overlay maps for both, I've not been to Windrock so many times as harlan, but both are great.

Spent three days at Windrock this past weekend myself. I liked it better than Harlan, but it's been 3 years since I was in Harlan and we were not near as well built when we went to Harlan either.

Windrock seemed much easier to get around with lots of long trails. We were able to cover a lot of it, but I am sure there is stuff we missed.
